D-HUB SEZ Customs area Officially Commences Operations

BSD City, 10 December 2025 – The Development and Managing Enterprise (BUPP) of the Banten International Education, Technology, and Health Special Economic Zone (IETH SEZ) has officially commenced operations of the Customs area, a key facility that supports the smooth flow of goods and the optimization of customs services within the SEZ.
In addition to the inauguration of the Customs area Secretary General of the National Council for Special Economic Zones Rizal Edwin Manansang directly handed over National SEZ Council Decree No. 10 of 2025 regarding the operating permit of the Banten IETH SEZ to Head of the Banten IETH SEZ BUPP Lindawaty Chandra. This officially marks the commencement of the Banten IETH SEZ operations in providing services, facilitating investment activities, and strengthening the business ecosystem in the area.
Customs area Supports Goods Flow and Customs Services
The inauguration of the Banten IETH SEZ Customs area at Biomedical Campus, BSD City, was symbolically officiated by Secretary General of the National Council for Special Economic Zones Rizal Edwin Manansang, Head of the Special Area Facilities Sub-Directorate of the Directorate General of Customs and Excise M. Solafudin, Head of Customs and Excise Facilities Division of the Banten Regional Customs Office Broto Setia Pribadi, Head of the Banten IETH SEZ BUPP Lindawaty Chandra, Administrator of the Banten IETH SEZ Bambang Widjanarko, Head of Services and Supervision Section of the Tangerang Customs Office) Doni, Head of the Tigaraksa Tax Office Widie Widayani, Managing Director of the President Office Sinar Mas Land Dony Martadisata, and Senior Vice President for Corporate Affairs of Sinar Mas Land Panji Himawan on December 10, 2025.
The new Customs area will expedite import processes, strengthen state supervision over the movement of goods, and provide a more integrated customs service system. This facility is also projected to improve service efficiency for Business Operators (PU) in the Special Economic Zone, while ensuring better implementation of customs regulations.
Rizal Edwin Manansang stated:
“With the establishment of the Customs area in Banten IETH SEZ, the movement of goods into and out of the Banten IETH SEZ, by BUPP or businesses can now use the modules in the SEZ application system developed by our colleagues at the National Single Window Institution (INSW). We congratulate the Banten IETH SEZ for the certificate of readiness to commence operation pursuant to National SEZ Council Chairman Decree No. 10 of 2025. We hope that the new Customs area and the operating permit will optimize activities in the Banten IETH SEZ and attract more investment from sectors such as healthcare, education, digital, technology, and the creative industry.”
M. Solafudin added:
“The presence of the Customs area is beneficial for services, regulation, and supervision of goods entering and leaving the Banten IETH SEZ. The Customs area reflects the Government’s presence in providing convenience for Businesses. With the presence of Customs and tax administrators in the Banten IETH SEZ, we are seeking to provide assistance, support, and solutions for customs and taxation issues. With fiscal and non-fiscal incentives, we hope this will boost investment and employment around the area.”
Lindawaty Chandra stated:
“We are optimistic that the Banten IETH SEZ Customs area, officially operational today, will open cross-industry investment opportunities in Indonesia. This would not have been possible without our strategic collaboration with central and regional governments, customs authorities, and the National Council. Let us convey our appreciation to the National SEZ Council for bridging inter-ministerial coordination, and to Customs Office for the technical support that enabled us to reach this stage. We hope this facility will strengthen business confidence, improve logistics efficiency, and accelerate investment growth in Banten IETH SEZ.”
BSD City D-HUB SEZ Strengthens Indonesia’s Position in the Regional Economy
The presence of the Customs area will make it easier for Businesses in the Banten IETH SEZ to access various facilities within one area, both during construction and production stages. Business Operators will receive exemptions for capital goods and consumer goods through duty-free Import Duty (BM) and exemption from Import-Related Taxes (PDRI), covering equipment, industrial machinery, food ingredients, and consumable products, according to the positive list from the National SEZ Council.
All companies in Banten IETH SEZ will also use an IT Inventory system integrated with INSW and CEISA (the national customs service system) to record all incoming goods, outgoing goods, and inventory positions in real time with accountability.
The Banten IETH SEZ, also known as D-HUB SEZ in BSD City, is a SEZ covering 59.68 hectares designated by the Government on 7 October 2024. This area offers various investment conveniences for local and global investors to establish businesses in education, healthcare, technology, and the creative economy.
D-HUB SEZ is designed as an integrated ecosystem connecting innovation, research, and industry, enabling it to become a new center of economic growth and accelerate digital and healthcare transformation in Indonesia. With modern infrastructure support and competitive fiscal and non-fiscal incentives, Banten IETH SEZ is expected to attract more quality investments and strengthen Indonesia’s position on the regional economic map.
